Salary: $90,000 – $125,000 (depending upon experience)
The Human Resources Manager is responsible for guiding and directing the overall provisions of Human Resources services, policies, and programs for the entire company. Specifically, this position oversees and directs all recruiting, employee relations, benefits administration, compliance, change management, training programs and payroll for the company. In addition, the HR Manager is responsible for implementing, enforcing, and administering federal and state employment regulations as well as corporate policies and procedures.

1. Coordinates and administers various human resources plans, procedures, and policies:
• Establishes credibility throughout the organization with management and the employees in order to be an effective listener and problem solver.
• Participates in developing HR goals, objectives and systems.
• Develops, recommends and implements personnel policies and procedures.
• Prepares and maintains handbook on policies, procedures, and company culture.
• Prepares and updates job descriptions in coordination with Management.
• Monitors, reviews and updates all offer letters and new hire paperwork.
• Monitors, reviews and updates all termination paperwork.
• Provides guidance and direction on coaching and counseling.
• Provides assistance and advice on onboarding and career development.
• Recommends new approaches, policies and procedures to effect continual improvements in HR services.
2. Administers Benefit Program:
• Coordinates annual re-evaluation of all benefits programs and policies for cost effectiveness; works with brokers to ensure company is offering comprehensive health care and associated benefits that are consistent with expectations.
• Monitors health care benefits to ensure full compliance with the Affordable Care Act.
• Monitors benefits claims as needed with the Broker.
• Ensures mandatory COBRA, HIPAA and other benefits notices are completed.
• Participates in Retirement Plan oversight and acts as lead in the annual 5500 audit.
• Coordinates and actively participates in Open Enrollment
3. Ensures that all compliance requirements are met for mandatory federal, state, and local programs:
• Stays abreast of new and pending legislation to ensure correct implementation.
• Handles all unemployment claims and appeals; manages exposure and rates.
• Monitors poster compliance at all locations
• Workers’ Compensation and Safety Management. Advises management of the correct course of action to follow to minimize claims cost. Will devise quarterly reports on all incidents/claims, ensure safety program is being followed and serve on the safety committee.
• Familiar with ERISA requirements.
4. Talent Management:
• Develops staffing strategies and implements plans and programs to identify talent within and outside the Organization. Identifies appropriate and effective external sources for candidates. Oversees the placement of ads, solicitation of resumes, reviewing qualifications and checking references.
• Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries, and markets.
• Ensures a progressive and proactive compensation program is in place to attract/retain talent.
• Oversees the Performance Management process.
5. Payroll:
• Specialist in processing full-cycle payroll; highly competent with federal, state and local taxes.
• Maintains current knowledge of applicable state and federal wage and hour laws.
• Manage third party payroll processing company.
• Responsible for oversight of reconciling and balancing payroll activity; including tax withholdings, garnishments, and voluntary deductions.
Travel
Ability to report to both the Thorofare, NJ and Lindenhurst, NY locations are required for this role. Travel to local colleges for the purpose of recruitment is required. May require occasional travel to seminars/conferences.
Required Education and Experience
• Bachelor’s Degree in Human Resources or Business
• 5+ years of HR experience in an exempt, generalist role
• Working knowledge of HR laws, regulations, and compliance practices
• Ability to maintain employee/employer confidentiality.
• Superior interpersonal and communication skills, oral and written.
• Proficiency with Microsoft Office Suite
• Must be independent, take initiative and be self-motivated.
